Instruction and correspondences are quite similar documents, but workflows are different since they can only be sent in a up-to-down direction. Therefore, when selecting the create or '+' from the button group, it takes you to the same form creation as for Correspondence. You are required to select "INS.Instruction" as a category, and then, it will be managed differently.
